No. The conversion runs entirely in your browser: your JPG is read, drawn to a canvas, and exported as PNG on your own device. The image is never sent anywhere.
No. PNG is lossless, so it preserves the JPG exactly as it is, but it cannot recover detail that JPG compression already discarded. You get a faithful, lossless copy — not a sharper image. The resulting PNG is usually a larger file than the original JPG.
PNG supports lossless editing and transparency, so it is a better working format if you plan to re-edit and re-save the image repeatedly (which would degrade a JPG each time) or need a format many design tools prefer. Note that a JPG has no transparency to preserve — the PNG will be fully opaque.
There is no fixed limit set by the tool, but very large images are bounded by your device's memory since everything is processed locally. Typical phone and camera photos convert quickly.
