Yes. Pick a preset such as 1:1 (square), 4:5, 16:9, 4:3, or 3:2 and the selection snaps to the largest box of that ratio. Choose Free to crop to any size you like.
Tab to the highlighted selection, then use the arrow keys to nudge it a few pixels at a time. Hold Shift while pressing an arrow for larger steps. You can also drag it with the mouse or a touch screen.
PNG by default, which is lossless and keeps transparency. If you opened a JPEG you can keep the JPEG format and pick a quality level, which is better for photos and keeps the file small.
